He was the son of George Bailey a brickyard labourer, born 1857 in Stonesby, Leicestershire and his wife Rebecca Bailey (nee Darby, married Q3 1881 in the Melton Mowbray, Leics. district), born 1861 in Eaton, Leicestershire. Charles Edward was born on the 5th February 1897 in Stonesby, Leicestershire, his siblings were George Willie, born 1882, Florence, born 1884, Alfred, born 1886, Louisa, born 1890, Tom, born 1892, Lily, born 1894 and Sydney, born 1899, all his siblings were born in Stonesby, Leicestershire, in March 1901 the family home was at 2, Stonesby Hill, Stonesby, Leicestershre. In April 1911 Charles was employed as a colliery pony driver and was residing with his brother George, his wife Edith Mary and their son, John George at 14, Alfred Street, East Kirkby, Nottinghamshire. The church memorial tablet shows his ship as HMS Comus. George enlisted in the Royal Navy to serve a 5 + 7 year engagement on the 18th March 1915. His record of service began when he joined HMS Victory as a Stoker 2nd Class 18/3/15 -17/3/15. HMS Comus, 18/7/15. Promoted Stoker 1st Class aboard HMS Comus, 17/2/16, during this period he was sentenced to 10 days in cells. HMS Comus, 20/10/16 – 6/2/18 when he was sentenced to 21 days detention for being absent. HMS Victory II, 28/2/18 – 26/3/18. HMS Assistance, 27/3/18 – 18/5/19, when he died from drowning. A court of enquiry was held on the 21st May 1919, and were of the opinion that Bailey fell into the basin from the dockside. No blame is is attributable to anyone -?- as the shouts were heard, all possible steps were taken by the Police and those on board HMS Assistance.
