He was the son of Charles William Bromley a groom, born 1864 in Kibworth, Leics., and his wife Mary Rebecca, born, 1864 in Foxton, Leics. Francis Arthur was born in 1894 in Oxendon, Northants., his siblings were Harriett Madeline, born 1884 in Foxton, Leics., Charles, born 1888, Gertrude Mary, born 1890, Alfred James, born 1891, Ethel May, born 1893, Norah Isabel, born 1896, Ivy Elizabeth, born 1898 and Harry Stafford, born 1900, the latter seven siblings were all born in Oxendon, Northants., in March 1901 the family home was at School Street, Great Oxendon, Northants. In April 1911 Francis was a hosiery worker and was residing in the family home at 120, Logan Street, Market Harborough, Leics., together with his parents and siblings, Harriett, Gertrude, Alfred, Ethel, Norah, Ivy, Harry and Vera Phyllis, born 1902 in Oxendon, Northants.
