He was the son of Frederick Bass a Hosiery Factory Hand, born 1863 in Leicester and his wife Annie, born 1864 in Burbage, Leicestershire. Horace was born in 1890 in Burbage, Leicestershire, his siblings were John Frederick, born 1884, Alice, born 1886 and Rose, born 1888, all his siblings were born in Burbage, Leicestershire, In April 1891 the family home was at Hinckley Road, Burbage, Leicestershire. In March 1901 Horace was residing in the family home at 70, Hinckley Road, Burbage, Leicestershire together with his parents and siblings, Frederick, Alice and Rose. In April 1911 Horace was employed as a Nursery Labourer and was residing in the family home at 40, Woodland Terrace, Burbage, Leicestershire together with his parents, and married sister Alice and her husband Frank Foxon, born 1887 in Burbage, Leicestershire.
