He was the son of Joshua Gamble Bale a Railway Guard, born 1864 in Smeeton, Leicestershire and his wife Elizabeth, born 1868 in Moira, Leicestershire. Thomas William was a Wood Machinist and was born in 1892 in South Wigston, Leicestershire, his siblings were Mabel, born 1888 in Moira, Leicestershire, Muriel Florence, born 1893, George Robert, born 1895, Charles Percy, born 1898, Ivy Evelyn, born 1899, Herbert Harold, born 1902, Gladys Marjorie, born 1907 and Arthur Ronald, born 1911, the latter seven siblings were all born in South Wigston, Leicestershire. In April 1911 the family home was at 5, Orange Street, South Wigston, Leicestershire.
