He was the son of Rowland Calvert a baker, born 1869 in Leicester and his wife Annie M., born 1870 in Daventry, Northants. Cecil was born in 1899 in Leicester, his siblings were, Frederick, born 1892 and Lilian M., born 1894, the latter two siblings were both born in Birmingham, Warwks., in March 1901 the family home was at 25, Russell Square, Leicester. In April 1911 Cecil was a scholar and was residing in the family home at 2, Chester Street, Leicester, together with his parents and siblings, Frederick, Lilian and Maud, born 1897 in Leicester.
