He was the son of Thomas Edward Carter a master miller, born 1834 in Ottery St. Mary, Devon and his wife Amelia Ann Bird Carter, born 1835 in Zeal Monachorum, Devon. Francis Bird Carter was born in 1875 in Hillingdon, Middx., his siblings were, Charles Lovelace Carter, born 1862 in Ottery St. Mary, Devon, Emily Lovelace Carter, born 1863, Fanny Lovelace Carter, born 1865 and Arthur Burnett Carter, born 1871, the latter three siblings were all born in Hillingdon, Middx., also residing with the family was his widowed paternal grandfather, Edward Carter, born 1875 in Aylesbeare, Devon, in April 1881 the family home was at Harefield Road, Hillingdon, Middx. In April 1891 Francis was a scholar and was residing as a boarder at Burton House, Gregory Street, Loughborough, Leics. Francis later married and became the husband of Cora Gwendolin Carter. Information taken from his service records show that prior to enlistment he had been a qualified Chartered Accountant. His medical examination gave his height as 5 foot 6 ½ inches, his weight as 11 stone 8 pounds and his chest measurement as 39 to 42 inches. He embarked at Melbourne on H.M.A.T. A40 “Ceramic” on the 22nd December 1914. His widow was granted a pension of £101.00 per annum on the 29th June 1915.
