He was the son of George Richardson Barrow a Travelling Draper, born 1863 in Manchester, Lancashire and his wife Sarah Caroline a Dressmaker, born 1863 in Far Cotton, Northamptonshire. Howard Cyril was a Bank Apprentice and was born in 1895 in Loughborough, Leicestershire, he had one sibling, a brother Gerald, born 1903 in Loughborough, Leicestershire. Howard's maternal grandmother Sarah Allibone, a widow, born 1838 in Heacham, Norfolk was also residing in the family home in April 1911 which was at 11, Gregory Street, Loughborough, Leicestershire.
