He was the only son of Harry Boulter a hosiery worker, born 1873 in Wigston Magna, Leics., and his wife Ada, born 1871 in Oadby, Leics. Bertie Gilbert was born in 1899 in Oadby, Leics., in March 1901 the family home was at 1, Regent Street, Oadby, Leics. In April 1911 Bertie was a scholar and was residing in the family home at Forest View, Kirby Muxloe, Leics., together with his parents.
