He was the son of Alfred Bailey a Hosiery Machine Worker, born 1859 in Hinckley, Leicestershire and his wife Emma, born 1857 in Hinckley, Leicestershire. Horace C., was born in 1893 in Hinckley, Leicestershire, his siblings were Walter, born 1880, John T., born 1885, Maud B., born 1888 and Leslie Alfred, born 1897, all his siblings were born in Hinckley, Leicestershire. In March 1901 the family home was at 2, Davenport Terrace, Hinckley, Leicestershire. In April 1911 Horace was employed as a Rubber Mill Machinist and was residing with his parents and siblings at 39, Cumberland Street, Leicester. His parents later moved to 58, Rugby Road, Hinckley, Leicestershire. His brother Herbert Sydney also fell. His enlistment documents record that he gave his trade or calling as Grocery Clerk and his next of kin as his father, Alfred Bailey of Hinckley, Leicestershire, England. He stated that he was unmarried, and that he had previously served for four years in the Leicestershire Territorial Force. Information taken from his medical examination shows that he was 5 foot 9 inches in height and had a chest measurement of 33 to 35 ½ inches. His complexion was described as dark with blue eyes and dark brown hair. He gave his religion as Methodist.
