He was the son of Richard and Eliza Woollerton. The 1901 census records, Richard Woollerton, Head of the family and a Boot Manufacturer, born 1859 in Leicester, and his wife Eliza, born 1861 in Leicester. The children were, Herbert J., born 1887, Arthur, born 1887, Frank, born 1895 and Annie, born 1897, all the children were born in Leicester. The family were residing at 8, St. Stephen's Road, Leicester. The 1911 census records, Frank Woollerton, Single and a Pupil Farmer, Boarder at Rectory Farm, Rearsby, Leicestershire. On the 31st January 1920 the Wyggeston Grammar School for Boys in Leicester published a Roll of Honour in which Frank is shown to have been a pupil at the school between the years 1905 and 1909.
