He was the son of Edward Bartlett a Farm Labourer, born 1849 in Ashby Magna, Leicestershire and his wife Sarah, born 1842 in Cosby, Leicestershire, Francis Charles was born in 1886 in Dunton Bassett, Leicestershire, his siblings were Mary A., born 1870, Jeffery, born 1880, George Henry, born 1878 and Ellen, born 1882, all his siblings were born in Dunton Bassett, Leicestershire. In April 1891 the family home was at Dunton Bassett, Leicestershire. In March 1901 Francis was employed as a Bricklayer's Labourer and was residing in the family home at Dunton Bassett, Leicestershire with his parents and sibling, Ellen. In April 1911 Francis was employed as a Bricklayer and was residing in the family home at Dunton Bassett, Leicestershire with his parents and nephew Harry, born 1903 in Dunton Bassett, Leicestershire, Francis later married and became the husband of Violet Elizabeth Bartlett, (nee Flint).
