He was the son of Thomas and A. S. Garner of Bitteswell, Leicestershire. On the 31st January 1920 the Wyggeston Grammar School for Boys in Leicester published a Roll of Honour of former pupils, this records that Robert attended the school between the years 1912 and 1913. Other sources show the second Christian name initial as T.
