He was the son of Tom Cavill a coal miner, born 1868 in Paulton, Somerset and his wife Emma, born 1866 in Dunkerton, Somerset. Percy was born in 1889 in Camerton, Somerset, his siblings were, Gilbert, born 1888 and George, born 1891, both his siblings were born in Camerton, Somerset, in April 1891 the family home was at Cottage, Meadgate, Camerton, Somerset. In March 1901 Percy was a scholar and was residing in the family home at Meadgate, Camerton, Somerset, together with his parents and siblings, Gilbert, George and Gladys, born 1899 in Camerton, Somerset. In April 1911 Percy was employed as a coal miner and was residing in the family home at Meadgate, Camerton, Somerset, together with his parents and siblings, George, Edgar Tom, born 1904 and Albert Arthur, born 1906.
