He was the son of Thomas Black a Retired Police Constable, born 1862 in Anstey, Leics., and his wife Margaret born 1861 in Allexton, Leics. Charles Spencer was born in 1898 in Anstey, Leics., his siblings were George William, born 1893 in Glenfield, Leics., Alice Mary, born 1895 in Glenfield, Leics., Maggie, born 1896 in Oadby, Leics., and James M., born 1901 in Anstey, Leics., in March 1901 the family home was at Highfield Street, Anstey, Leics., in the Ecclesiastical Parish of Anstey, St. Mary. In April 1911 Charles was a Schoolboy and was residing in the family home at Highfield Street, Anstey, Leics., together with his parents and siblings, George, Alice, Maggie, Mettwen, born 1901 and Lizzie Hannah, born 1903, the latter two siblings were both born in Anstey, Leics.
