He was the son of Abraham Baxter a Railway Engine Driver, born 1863 in Braybrooke, Northamptonshire and his wife Sarah Ann, born 1864 in Leicester. Harold Ernest was born in 1894 in Wigston, Leicestershire, his siblings were Wilfred H. J., born 1888 and Evelyn Emma, born 1891, both his siblings were born in Wigston, Leicestershire, in March 1901 the family home was at Clarks Road, Wigston Magna, Leicestershire, this being located within the Ecclesiastical Parish of All Saints and St. Wolstan. In April 1911 Harold was employed as a Shoe Hand and was residing in the family home at Railway Cottages, Wigston Magna, Leicestershire together with his parents and sibling Evelyn.
